This isn't vinyl, but a mask!

He used old-style masking frisket film cut out using a Silhouette Cameo cutting machine. To go to their website, CLICK HERE

Jeff writes about the Silhouette Cameo machine he used to cut the masking frisket paper:
"It was designed for scrapbookers. I don't know all of the limitations, but it can handle cardstock, vinyl, copy paper, photo paper, adhesive magnet paper, chipboard, sticker paper, corrugated paper, canvas, cotton fabric, foil and vellum to name a few.
I have used it to cut adhesive vinyl to make stickers, frisket film to make painting masks.
The Cameo cuts up to 12" wide. Silhouette has some other models that cut up to 9 or 10" wide."
